JOB TITLE: Human Resources & Labor Relations Manager
DEPARTMENT: Human Resources
REPORTS TO: Administrative Services Director

PRINCIPAL PURPOSE OF JOB: Under limited supervision, plans, coordinates, and directs the operations of the City of Anacortes Human Resources (HR) Department; provides advice and counsel to City staff and management for the resolution of HR issues; interprets and administers policies and agreements; serves as lead negotiator for assigned collective bargaining contracts; manages assigned personnel.
LEVEL OF AUTHORITY: Under the general direction of the Administrative Services Director, and within the framework of governing state and local laws and policies, the incumbent exercises wide latitude and independence in the performance of assigned projects and tasks. Is responsible for sound judgment, thoroughness, and competence, where failure to perform effectively and efficiently could have serious impact on public relations, employee effectiveness, and the efficient use of resources.
WORK ENVIRONMENT: Work is performed in a standard office environment. Requires occasional attendance at evening meetings and supporting special project deadlines outside the normal workweek. Some travel to off-site locations may be required.
ESSENTIAL JOB FUNCTIONS:

1.^Oversees Human Resources (HR) operations for the City; exercises independent judgment within broad policy guidelines; provides leadership, direction and guidance in HR strategies, policy development, and priorities; monitors changes in State and Federal HR regulations, standards, and legislation.
2.^Manages HR functions and activities including compensation, benefits, recruitment, retention, training, staff development, labor and employee relations, labor negotiations, dispute resolution, collective bargaining, regulatory compliance, personnel policies, and records.
3.^Directs labor and employee relations functions, including preparing and interpreting personnel policies, negotiating contracts, resolving employment issues, and counseling managers; confers with bargaining units to coordinate discussions and proposals with unions; assures effective communication of employment issues.
4.^Serves as principal advisor to the City Council and Mayor on HR issues; compiles, evaluates, and analyzes information; recommends and implements solutions to ensure HR activities and procedures are in compliance with all laws, policies, regulations, and standards.
5.^Perform a variety of professional and administrative duties involving directing, coordinating, and facilitating City projects, programs, and policies; review and make recommendations on complex personnel and risk management issues, policy and resource allocation issues.
6.^Provides advice and consultation to managers on dispute resolution, performance issues, and the interpretation and application of policies and procedures; mediates employee relations issues and assists with disciplinary actions.
7.^Counsels City staff on HR policies, procedures, and employment issues; assures the consistent interpretation and application of Federal, State, and City rules, regulations, policies, and procedures.
8.^Monitors HR Department operations to ensure the quality of the services and work products; coordinates issues with elected officials and outside agencies; reviews and approves employee status changes; interprets and explains City policies, procedures, rules, and regulations.
9.^Directs staff and provides leadership and guidance; develops priorities and assigns tasks and projects; develops staff skills and training plans; conducts performance evaluations; meets regularly with staff to discuss and resolve priorities, issues, and procedures.
10.^Oversees and participates in various committees; monitors assigned committee budgets.
11.^Serve as the City*s Civil Service Secretary and Chief Examiner.
12.^Supports the relationship between the City of Anacortes and the constituent population by demonstrating courteous and cooperative behavior when interacting with clients, visitors, and City staff; promotes City goals and priorities in compliance with all policies and procedures.
13.^Maintains confidentiality of work-related issues, client records, and City information; assures compliance with the confidentiality standards of the Privacy Act of 1974, {U.S.C. * 552A}; performs related duties as required or assigned.
QUALIFICATIONS:
Bachelor's Degree in Human Resources, Business or Public Administration, or closely related field; AND seven (7) years of professional Human Resources program management experience; OR an equivalent combination of education, training, and experience.
LICENSE AND CERTIFICATION REQUIREMENTS:
A valid Washington State Driver's License is required. Certification as a Professional in Human Resources (PHR) or (SPHR) either through the Society for Human Resources Management (SHRM) or the Human Resources Certification Institute (HRCI).
Knowledge of:
1.^City organization, operations, policies and procedures.
2.^State and Federal laws, statutes, rules, codes, and regulations governing HR functions, including Washington State Public Employment Relations Commission.
3.^Principles and practices of public sector personnel administration, civil service rules and regulations, personnel files, confidential records management, and effective customer service practices.
4.^Techniques and practices for efficient and cost effective management of resources.
5.^Legal, ethical, and professional rules of conduct for government employees.
6.^Principles, practices, and methods of compensation and wage structure research and analysis.
7.^Benefits program design and management principles.
8.^Principles of recruiting, training, workplace safety, and organizational development.
9.^Record keeping and file maintenance principles and procedures.
Skilled in:
1.^Reading, interpreting, understanding, and applying employment standards, procedures, applicable Federal and State rules and regulations, and City policies and procedures.
2.^Using initiative and independent judgment within established procedural guidelines.
3.^Analyzing problems, resolving disputes and grievances, and recommending effective solutions.
4.^Developing and administering human resources plans, policies, and procedures.
5.^Managing staff, delegating tasks, and authority; coaching to improve staff performance.
6.^Assessing and prioritizing multiple tasks, projects, and demands.
7.^Preparing, maintaining, and reviewing human resource records, reports, and documentation.
8.^Operating a personal computer utilizing standard and specialized software.
9.^Establishing and maintaining effective working relationships.
10.^Communicating effectively verbally and in writing.
PHYSICAL: Position requires hearing, seeing, talking and repetitive motions of hands and wrists. Frequent sitting or standing. Must be able to push, pull, or lift ten pounds and carry twenty pounds.

Qualifications
Must have high school diploma or an equivalent certification. Must possess a valid Washington State driver*s license.
Miscellaneous Information
Position requires working 16 hours per week. Work location will be at the W.T. Preston during the weekends from April through October. During remaining months the work location will vary depending upon needs of the department.
