The Department of Adult and Juvenile Detention (DAJD) is a professional and nationally recognized organization that supports safe, vibrant, and healthy communities in partnership with other criminal justice and human service agencies. DAJD operates the largest county jail system in the State of Washington, housing an average daily population of 60 juvenile detainees and more than 1900 adult inmates. DAJD contributes to the public safety of the citizens of King County and Washington State by operating safe, secure, and humane detention facilities and community corrections programs, in an innovative and cost-effective manner.
The DAJD Human Resources Unit within the Administration Division consists of an eight-member team, which includes the HR Manager III, HR Manager II (this position), three Senior HR Analysts, two HR Analysts, and a HR Associate. The HR Manager II will report directly to the HR Manager III and will play an integral part in developing strategies for current and future HR services. DAJD HR supports a department of over 900 employees in five Divisions (Seattle and Kent Detention Facilities, Juvenile Detention, Community Corrections and Administration) including positions represented by 12 bargaining units in a command environment.
About the position: The Human Resources Manager II will manage a HR team responsible for the implementation and delivery of vital HR programs and functions within a unionized and complex labor relations environment. The Human Resources Manager II will serve as a consultant to department leaders in the areas of employment law, labor relations, training, recruiting, classification and compensation and performance management.
- Job Duties
- Provide direct supervision, leadership and guidance to the DAJD recruitment team which consists of two HR Analysts, a HR Associate and three HR staff on special assignment.
- Create and implement strategic recruitment plans to improve and increase the efficiency of the Department's recruitment efforts with a focus on the recruiting of Corrections Officers and Juvenile Detention Officers.
- Create and implement strategic recruitment plans focused on outreach to effectively network and establish relationships with underrepresented populations, and other internal and external stakeholders.
- Create and implement development plans and goals for employees at all levels within the organization.
- Create and implement, in collaboration with leadership, the vision and goals for the Human Resources Unit; develop metrics and benchmarks while utilizing continuous improvement methods to deliver human resources functions.
- Interpret employment law and human resources practices and procedures and communicate that to department leadership.
- Create and implement programs that support employee engagement; serve as the department lead in workforce development strategies that serve to advance the Department and County vision, mission and values including the Equity and Social Justice Strategic Plan.
- Participate in and support the collective bargaining process, including participation on the department's bargaining team, and implementing collective bargaining agreements.
- Conduct and support department employment investigations and respond to complaints from the EEOC, OCR, and Ombuds Office.
- Serve as the Department representative to disciplinary hearings, employee grievances and arbitration; draft department response for employee Loudermill and grievance hearings.
- Fill in for the HR Manager III within DAJD Human Resources on an as needed basis.
- Experience, Qualifications, Knowledge, Skills
- Knowledge of HR generalist functions including: employment law, labor relations, training, recruiting, classification and compensation and performance management.
- A proven track record developing and implementing innovative human resources strategies, best practices and goals.
- Demonstrated experience working in a unionized and highly complex labor relations environment.
- Demonstrated experience providing legally defensible advice and opinions to applicants, employees, supervisors and managers.
- Demonstrated ability to develop strong and effective working relationships with employees, colleagues and external stakeholders.
The most competitive candidate will have:
- An in-depth and progressively responsible experience managing daily HR Service Delivery, or any combination of education and experience that clearly demonstrates the ability and skill to perform the scope of job duties of the position.
- Knowledge of and skill in implementing organizational development practices including an understanding of employee engagement.
- Experience as a HR consultant providing advice to managers, executives and other key organizational leaders.
- A proven track record of developing and implementing innovative strategies, best practices, goals, and be able to develop metrics and benchmarks.
- Skill and experience in implementing training development aimed at bettering the job performance of individuals and groups in organizational settings and making small and large group presentations.
- Demonstrated a successful approach to navigate through potentially conflicting stakeholder perspectives.
- The ability to adapt to working in a multi-faceted and continuously changing environment.
- A proven track record of being committed to advancing equity, social and racial justice in HR practices.
- Experience supervising a medium size HR team.

WORK LOCATION/SCHEDULE: The person selected for this position will be assigned to work at the King County Courthouse, 516 3rd Ave., Seattle, WA 98104. This position will work a 40-hour work week and is not overtime eligible. Standard work hours are Monday through Friday, 8:00 a.m.-5:00 p.m. While assigned to the Administrative Division, located within the King County Courthouse, this position will, on occasion, need to access offices within the secure perimeter of the detention facilities with potential inmate contact.

Sick Leave is accumulated at the rate of one day per month. There is no restriction on the amount of sick leave that can be accumulated and carried over to subsequent years. At retirement an employee will be paid 35% of their unused, accumulated sick leave. Non-represented employees and employees in certain bargaining units will receive this benefit as a payment to a VEBA account, which pays for post-retirement health benefits on a pre-tax basis.
