- Summary
This recruitment will be used to fill one career service position within the Capital Division of Metro Transit. In addition, this selection process may be used to generate an eligibility pool for future career service, special duty (acting) and TLT (Term Limited Temporary) positions that may occur in this classification within the Capital Division. The eligibility pool would be valid for one year upon creation at the discretion of the hiring authority.

This is an exciting opportunity for an experienced Real Property Agent to play a critical role in expanding Metro Transit's service to the public. Real Property Agents are responsible for a variety of real property work associated with public transit capital and operating projects. Work will be performed with minimal supervision, while providing oversight and direction to junior Real Property Agent staff within the work group.
This position will manage and obtain complex permits from city, county and state jurisdictions for transit capital projects; acquire sites for transit facilities; handle real estate transactions; and manage aspects of transit real property such as property research, stakeholder management, and responding to agency and citizen inquiries. Examples of high profile projects include supporting expansion of Metro's operating bases and RapidRide transit routes. This position resides in Metro's Capital Division, but provides support across the Transit Department.

Work Schedule
The standard work week is within the 8:00 a.m. – 5:00 p.m. Monday through Friday timeframe; however, alternative work schedules will be considered. Occasional work may be required during evenings and weekends.

- Handle complex real estate transactions associated with Transit capital and operating projects including full and partial fee acquisitions, easements, and leases.
- Obtain all types of complex permits necessary for transit capital (infrastructure) projects from city, county and state agencies; coordinate with Transit professional staff and consultants to manage the permitting process from start to finish and ensure successful permitting outcomes.
- Perform property management and enforcement duties associated with Transit operations and properties.
- Negotiate, review and propose language for complex contracts.
- Obtain appraisals and surveys, hire, manage, and oversee the work of consultants.
- Conduct studies, research and analyses, work with teams and participate in the implementation of policies.
- Assist with development and implementation of databases and other tools and systems, and utilize electronic tools for tracking and reporting on work and analysis of data.
- Support federal, state and internal audits.
- Review and understand engineering drawings and plans.
- Travel locally to participate in site assessments and to attend and represent Transit's interests at meetings.

Minimum Qualifications
- Increasingly responsible land use, permitting, property management and real estate experience, which includes responsibility performing complex levels of work under minimal supervision.
- Experience providing oversight and direction to more junior real property agent staff.

- Demonstrated knowledge of land use laws and permitting processes.
- Demonstrated knowledge of real estate interests, title analysis, and the title clearing process.
- Demonstrated knowledge of contracts and contracting; ability to read and interpret contract terms.
- Demonstrated knowledge of negotiation techniques/strategies.
- Demonstrated knowledge of escrow and appraisal techniques.
- Demonstrated knowledge of property management.
- Basic knowledge of construction and engineering practices related to capital project design and construction projects.
- Ability to prepare budgets, detailed scopes of work and cost estimates.
- Ability to procure and manage consultants.

Work Environment
Work is primarily performed in an office environment. However, travel is often necessary to the offices of cities within King County for permitting purposes and meetings, as well as to various project sites. Travel to meet with private property owners and other members of the public is also required from time to time.
