Human Resources and Administration Manager
Summary:
The Human Resources and Administration Manager for MoMA PS1 is responsible for ensuring organizational effectiveness and providing leadership and support for the full range of the museum's human resources and administrative areas. The Human Resources and Administration Manager works in close conjunction with the Chief Operating Officer on planning, organizing, directing, and managing human resources and administration for MoMA PS1, and collaborates with The Museum of Modern Art to ensure that all areas of responsibility support the museum's policies, programs, and mission.
The Human Resources and Administration Manager partners with the Chief Operating Officer across a wide range of responsibilities. Human resources responsibilities include overseeing, handling, and improving human resources processes and systems in areas including recruiting and performance management, compensation, benefits, and employee and labor relations; providing managers and staff with procedures, guidance, support, and information; training and performance development; and ensuring compliance with applicable laws, rules, and regulations. Administration responsibilities include managing and supporting administrative and operational areas across the museum and developing strategies, processes, and structures.
Supervision:
The Human Resources and Administration Manager reports to the Chief Operating Officer and works collaboratively with the senior management of the museum. The Human Resources and Administration Manager supervises an Administration Assistant, and works collaboratively with the Controller and Staff Accountant. The Human Resources and Administration Manager also liaises with The Museum of Modern Art, the Cultural Institutions Group, and the New York City Department of Cultural Affairs.
Responsibilities:
Human Resources
- Oversee, handle, and improve full range of human resources processes and systems in areas including recruiting and performance management, compensation, benefits, and employee relations; provide managers and staff with clear procedures, best practice guidance, support, and information; training and performance development; and ensure compliance with applicable laws, rules, and regulations.
- In conjunction with the Chief Operating Officer, develop and implement comprehensive annual and multi-year staffing and compensation plans that are competitive, within budgetary parameters, and aligned with organizational goals, including bench marking, analysis, and evaluation; budgeting, re-forecasting, and implementation; proposing structures and positions; standardizing and writing job descriptions; and developing and maintaining organizational charts and other analytic tools.
- Working with the Chief Operating Officer and General Counsel develop and maintain the museum's comprehensive employee policies and procedures, including research, drafting, analyzing, bench marking, providing guidance to supervisors and employees, and ensure compliance with applicable laws, rules, and regulations.
- Manage full range of employee relations, including investigating and documenting issues and incidents, flagging potential presidential and legal issues, counseling employees, providing guidance to supervisors, recommending counseling and disciplinary action, writing clear and accurate counseling and disciplinary memos, and meeting with staff to issue counseling and discipline.
- Assist Chief Operating Officer with labor relations, including strategizing priorities, resolving and negotiating conflicts, interpreting and implementing collective bargaining agreement, providing guidance to staff, and serving as liaison with union representatives.
- In collaboration with the Chief Operating Officer and the Diversity, Equity and Inclusion (DEI) Staff Committee, lead the museum's multi-year DEI Plan, including tracking progress, ensuring goals are being met, research, scheduling meetings, and reporting to staff and Board of Trustees.
- In conjunction with hiring managers, manage and implement full scope of recruiting for full-time, part-time, and temporary employees, including but not limited to developing and updating job descriptions, posting opportunities, screening and interviewing candidates, checking references, and issuing offers.
- Strategically promote professional development and training, including identifying and analyzing staff needs, researching and proposing in-house and outside solutions, establishing metrics and goals for improvement, implementing plans, and evaluating results.
- Oversee and implement all aspects of on-boarding and termination, including I-9 verification, payroll and HRIS data management, benefits and policies orientation, IT and security coordination, general office coordination, internal and external communications, supervisor guidance and support, COBRA administration, and unemployment claims.
- Oversee the bi- annual performance development process, including updating performance evaluation templates, conducting training, reviewing evaluations for HR issues, ensuring thorough and timely completion, analyzing professional development needs and proposing solutions, establishing performance goals, and evaluating results.
- Design, manage, and implement comprehensive, competitive, and cost effective benefits plans, and perform full administration of all plans, including medical, dental, vision, short- and long-term disability, workers' compensation, life insurance, flexible spending accounts, and retirement; duties include overseeing employee enrollments, elections, and terminations, handling billing and reporting, and managing claims.
- Manage employee medical issues and leaves, including paid leave, Family and Medical Leave, interactive processes, and requests for accommodation, work-related injuries, workers compensation claims, general safety, and OSHA compliance.
- Collaborate with the Internship Coordinator department in overseeing the museum's internship program and fellowships.
- Participate, contribute and help steer the museum's Wellness Program.
- Liaises with the Museum of Modern Art Human Resources Department.
- Perform other human resources responsibilities as needed and assigned.
Administration
- Partner with Chief Operating Officer in managing and supporting full range of administrative and operational areas across museum, including proactively assessing and improving operating performance; making recommendations based on data and analyses; developing and implementing strategies, processes, and structures; and coordinating with The Museum of Modern Art, the Cultural Institutions Group, and the New York City Department of Cultural Affairs.
- Assist Chief Operating Officer and consult with General Counsel in management of contracts and legal affairs, including handling and responding to legal notices and issues, managing and negotiating museum-wide contracts, drafting and reviewing contracts and templates, ensuring compliance with contract terms and conditions, and establishing and maintaining contracting guidelines and procedures.
- Assist Chief Operating Officer in managing all aspects of insurance and risk management, including reviewing and negotiating policies and renewals, handling claims and audits, and establishing and monitoring vendor insurance requirements.
- In conjunction with The Museum of Modern Art IT, the Associate Director of Operations, and the Chief Operating Officer oversee the management of information technology, telecommunications, and office management, including designing and managing internal workflows, systems, policies, and procedures; providing internal management of relevant projects; and generally ensuring functional and streamlined equipment and services for staff across all areas of museum.
- Oversee and handle day-to-day administrative needs and functions, including regular and ad hoc cross-departmental teams and meetings, museum-wide information and communications, staff planning tools and resources, and general policies and procedures.
- Coordinate museum's lobbying efforts, including participating in lobbying discussions and meetings, monitoring and reporting on lobbying as required by the City and State and in conjunction with MoMA, and ensuring compliance with applicable regulations.
- Represent museum and participate in relevant meetings, training's, and conferences, as well as in cross-departmental teams and planning efforts at both MoMA PS1 and The Museum of Modern Art, as appropriate and directed.
- Maintain awareness of relevant industry trends, standards, and best practices at similar cultural institutions, as well as businesses and other organizations, in order to establish benchmarks and goals.
- Perform other administrative responsibilities as needed and assigned.

Qualifications:
To perform this job successfully, an individual must be able to perform each essential function to a high professional standard. The requirements listed below are representative of the knowledge, skill, and/or ability required.
- Bachelors or Masters Degree in arts administration, human resources, museum studies, business or related area of study.
- Five to ten years of professional experience in progressively responsible roles, with at least two years at the management level and human resources experience, ideally in a combination of museums or other cultural/nonprofit organizations and substantial knowledge of arts administration.
- Strong knowledge of federal, state and local laws that affect HR policies and procedures, including Employment & Labor Law, Safety (OSHA), Worker's Compensation, and other regulatory and compliance laws.
- Proven negotiating skills and experience working with a unionized workforce.
- Strong analytic skills with experience in conducting research, analysis, and bench marking.
- Significant strength in managing time and being accountable in a dynamic and creative setting with competing demands and frequently changing priorities and deadlines.
- Demonstrated ability to work independently, be proactive, and take initiative with minimal direction and guidance, balanced with skill in executing plans and tasks with precise and nuanced instructions.
- Demonstrated interest in and working knowledge of museums or the arts/cultural sector.
- Proven management abilities with substantial skills in staff development and team building, assessing and designing workflows, and working productively and collaboratively with all levels of management and staff.
- Excellent professionalism and diplomacy in representing museum and management internally and externally, with superior writing, editing, oral communication, and presentation skills, especially on business, legal, and financial matters.
- Exceptional judgment, professionalism, and discretion in handling confidential and sensitive situations and matters.
- Advanced skills in Microsoft Office suite, including Word, Excel, Powerpoint, and Google apps.
- Knowledge and proficiency with HRIS software, payroll, timekeeping (e.g., Ultipro).
- Accessibility, and availability to work as needed, outside of normal business hours in response to urgent and emergency situations, and availability to participate in evening and weekend museum programs and events.
