Tulare Lake Compost
The Sanitation Districts are a non-civil services public agency with over 1,700 employees. Tulare Lake Compost (TLC) is a state-of-the-art, 175-acre facility located near Kettleman City in Kings County, California. At the facility, an eco-friendly process is used to combine agricultural green wastes from the Central Valley with biosolids from Los Angeles County to create an optimal mixture for composting. The facility currently has the capacity to transform up to 100,000 wet tons per year (wtpy) of anaerobically digested and dewatered biosolids into valuable, nutrient rich, Class A Exceptional Quality compost. TLC is owned and operated by the Sanitation Districts of Los Angeles County as part of their diversified biosolids management program.

ESSENTIAL FUNCTIONS:
To perform progressively more skilled repair and preventative maintenance of gas, diesel and alternative fuel powered utility vehicles and equipment, stationary equipment and other machinery in support of the daily operations and maintenance of a composting facility.
JOB SUMMARY:
Under general supervision of the superintendent and the compost operations and maintenance coordinator, the incumbent performs precision repair, major overhaul, installation and preventive maintenance on a variety of specialized mechanical machinery including stationary and mobile engines, hydraulic systems, pumps, blowers, fans, winders, grinders, mixers, screens, motors, HVAC systems, electrical systems and pneumatic and motor-driven conveying systems; operates and diagnoses mechanical defects and repairs a variety of utility equipment and machinery; disassembles machinery and equipment and troubleshoots causes of malfunctions; determines component functional capacity using visual inspection, gauges, calipers, micrometers and other precision measuring and testing instruments; makes minor and major mechanical repairs including adjustments, tune-ups and overhauls; adjusts, rebuilds or replaces malfunctioning components, including fuel injectors, starters, motors, transmissions, differentials, brakes, air conditioners, clutches and steering gears; reassembles machinery using precision measuring and testing instruments to restore operating conditions in accordance with specifications and manuals; operates trucks, loaders, forklifts, material handlers and machinery to be repaired; recommends changes to units to improve the operation of equipment; keeps electronic and manual records of repair work completed; assesses inventory and orders parts, supplies, and equipment; instructs and trains lower-level classes to perform basic maintenance with technical assistance; organizes, cleans and maintains a maintenance shop; ensures the safety of those who enter the maintenance shop area and those assisting in performing mechanical maintenance tasks; and performs related duties as required. - MINIMUM QUALIFICATIONS

A valid California Class C driver license for positions performing on-the-job-driving. A valid California Class A driver license may be required to be obtained after appointment; -AND- status as a Facilities Maintenance Mechanic with the County Sanitation Districts of Los Angeles County; -OR- Four years of experience in a directly related mechanical apprenticeship program with the County Sanitation Districts of Los Angeles County as a Heavy Equipment Mechanic, Stationary Mechanic or Diesel Equipment Mechanic; -OR- Six years of experience performing directly-related skilled maintenance or craft duties involving the repair and overhaul of a variety of comparable machinery and equipment. Twelve semester units of college coursework approved by the Districts or completion of one year of a two-year trade school in a mechanical technology or closely related program may be substituted for one year of the required experience; -OR- Graduation from a two-year trade school in a mechanical technology or closely related program may be substituted for two years of the required experience.

A knowledge of: Methods, materials and tools used in the repair of large and complex mechanical equipment such as engines, motors and pumps, and their operation; principles of diesel engine operation, adjustment and repair; practices, tools and equipment used in vehicle and engine repair; use of precision test equipment and tools; occupational hazards and safety regulations of the trade -AND- the ability to: Independently diagnose and repair a wide variety of gas, diesel and alternative fuel powered mechanical equipment and vehicles; read, interpret and work from repair manuals and specifications; use specialized tools and equipment; diagnose mechanical, hydraulic and electrical problems; repair and rebuild engines, transmissions, differentials, brakes, clutches, and other moving parts; instruct lower-level classes in trade techniques.

SELECTION PROCESS:
Applications and Supplemental Questionnaires will be reviewed and evaluated for relevant experience and/or coursework.- Candidates considered to have the best qualifications will be invited to the written examination.
- The selection process will consist of a Written Test worth 30%, an Interview worth 30%, and a Performance Test worth 40%. Written Test and Performance Test will be conducted at the Tulare Lake Compost facility.
- Candidates must receive a qualifying score on each selection component to move forward in the selection process.
- Prior to appointment, a thorough reference check will be conducted.
NOTE:
The recommended candidate must undergo a job related pre-employment physical, which includes a drug and alcohol test. Candidates are also subject to a review of their DMV records for moving violations, chargeable accidents or more serious charges. Initial salary placement will be based on the candidate's qualifications.
