OPEN AND PROMOTIONAL
TITLE: Architect
LOCATION: Bakersfield, CA
SALARY: $8,004.00 – $10,796.00 Monthly + benefits
SUMMARY
Under administrative direction, to plan, organize, direct, and coordinate the design of multifamily new construction and modernization projects. The Architect is a single position classification which has primary responsibility for the development of plans, specifications, and other details of the Housing Authority’s modernization projects and designated building projects, including those of affiliated non-profits. The position also has responsibility for contract administration and inspection of construction projects.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Serves as the Design Lead for the Housing Authority (Agency) as related to building and major modernization projects;
Makes detailed plans, site plans, specifications and provides field supervision of construction and modernization;
Acts as contract administrator for construction projects;
Manages, directs coordination, and monitors consultant services including management of consultant agreements, agreement changes and payments.
Prepares and/or directs all phases of project including document creation, design, specifications, materials, color, equipment, estimated costs, constructability and construction administration.
Confers with Agency staff regarding proposed new structures and modernization of existing properties;
Oversees the preparation of documents for bidding, notices, inspections and tests;
Makes cost estimates;
Consults with private industry and public officials to coordinate various phases of construction projects;
Confers with engineering consultants to resolve facility design and construction problems; formulates contract changes as necessary;
Participates in the negotiation of major disputes related to construction contracts;
Coordinates with Facilities Management Specialists to ensure proper oversight of contractors and subcontractors and obtain the best value for the Agency
Maintains a current knowledge of local, State and Federal laws and regulations pertaining to work on multifamily properties.
OTHER DUTIES:
Oversees the development and processing of Requests for Proposals (RFP's) and consultant and professional services agreements;
Prepares and delivers detailed verbal and written technical reports and correspondence as necessary;
Participates in meetings and conferences with Agency representatives, consultants, contractors, engineers and others;
Oversees the organization of facility and project records, specifications and drawings
EDUCATION AND/OR EXPERIENCE
Licensure as an Architect in the State of California. AND Completion of four (4) years of increasingly responsible experience as a licensed architect.
Knowledge of: the principles and practices related to the design, construction, and modernization of residential buildings; knowledge of the principles of planning construction and modernization projects; knowledge of specifications for design of multifamily developments; knowledge of modern construction management principles, methods, theories, practices, standards and construction contract claims avoidance techniques and dispute resolution; ability to prepare plans and specifications and write technical reports; ability to plan and direct the work of others; ability to establish and maintain effective working relationships with contractors and representatives of public and private agencies.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals and governmental regulations. Ability to write reports, policy and procedures manuals, and business correspondence. Ability to effectively and tactfully present information and to respond to questions from employees, clients, and the general public.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret graphs. Ability to read, interpret and understand departmental and agency occupancy and financial reports.
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in verbal, mathematical or diagram form and deal with several abstract and concrete variables.
CERTIFICATES, LICENSES, REGISTRATIONS
Must possess a valid California Driver License and be insurable by the Housing Authority's automobile insurance carrier.

While performing the duties of this job, the employee is frequently required to sit. The employee must occasionally lift and/or move up to 35 pounds. The employee must be able to travel from one development site to another and within development sites. The employee must be able to use a personal computer for the purpose of inputting and retrieving data.

BENEFITS
This is a regular position and, as such, the employee selected for it will be entitled to all
benefits afforded regular employees of the Housing Authority – including medical, dental, vision, and life insurance; CalPERS retirement (employer match); sick leave; vacation and holiday pay.
New employees who don’t have 12 months experience yet would be eligible for a $1,000 incentive when they obtain 12 months seniority with the Agency. Experience as a temporary employee or trainee does not count towards the work experience requirement. Eligible part-time employees would receive $500 incentive.
SALARY PLAN
Each class or position in the Housing Authority is assigned a salary range with seven steps or rates of pay. Newly hired employees begin on the first step of the appropriate salary range.
OTHER QUALIFICATIONS
- Valid California driver license. Employee selected must be insurable by the agency insurance carrier. The Housing Authority will review driving records of candidates selected post offer.
- Ability to communicate effectively orally and in writing in English is a requirement and may be subject to testing.
