Nature of Work
Under general direction of the Director of Finance or his designee performs responsible administrative work in supervising and participating in the procurement of supplies, materials and services for the Town; in administering the insurance provisions of public works and other contracts with the Town; in the disposition of obsolete and surplus materials; management of telephone services for the Town; and in the operation of a central duplicating unit and central mail service.
Essential Functions:
- Prepares specifications and bid documents for materials, supplies and services required by departments of the Town and Library, excluding the Board of Education, or reviews and approves specifications prepared by others.
- Establishes schedules of purchases, determines methods of procurement, advertises and awards contracts to suppliers.
- Supervises the maintenance of vendors' lists and provides for the inspection and/or testing of delivered materials for conformance with specifications.
- Reviews bid and contract documents to assure that performance bonds and other insurance requirements are properly met.
- Arranges for and participates in the sale of obsolete and surplus Town property by bid or auction.
- Supervises the operation of a central stores facility for office supplies, of a central duplicating service, and of a central mail handling service.
- Prepares operating budget for the Division.
Other Functions
- Provides assistance, as required, in negotiating collective bargaining agreements.
- May make presentations to the Board of Directors and other groups as required.
- May hear and make recommendations on grievances filed by employees within his/her division.
- Performs other duties as assigned.
